ABOUT THE POSITION The County of Riverside's Registrar of Voters is seeking a qualified Chief Deputy Registrar of Voters to join the Voter Services team in Riverside.
Under direction, assists the Registrar of Voters with planning, organizing, and directing the conduct of all Primary, General and Special elections; implements policy as it is determined by the Registrar of Voters; acts for the Registrar of Voters when assigned; and performs other related duties as required.
The ideal candidate will possess strong oral and written communication skills, as the Chief Deputy Registrar of Voters will interact with staff and voters regularly.
Experience with medium to large county elections for three to five years will provide the County Registrar's Office with an experienced individual who can direct and manage staff in preparation for elections.
With an opportunity to work a hybrid telework schedule during non-election times, the candidate is expected to be on-site during the busy and exciting election season, which may require schedule fluctuations.
Other important attributes include strong time management skills, managerial/supervising experience, Certified Elections Registration Administrator certification, and/or membership in the California Association of Clerks and Election Officials.
A bilingual candidate (Spanish/English) would be a bonus.
This class has been designated At-Will by the Board of Supervisors, in accordance with the provisions provided under Article 6, Section 601E (8) of the County Management Resolution and serves at the pleasure of the Registrar of Voters.
This class has been deemed eligible for the Performance Management Recognition Plan as set forth under Article 3, Section 311(C) of the County Management Resolution.

Meet the Team!The County of Riverside's Registrar of Voters serves its residents by ensuring the electoral process be conducted professionally, consistently demonstrating neutrality and non-partisan decision-making, based upon a thorough knowledge of and compliance with all election laws by administering them timely, responsively and with integrity.
EXAMPLES OF ESSENTIAL DUTIESoAssist in evaluating the elections organization, including required personnel utilization, work methods and procedures.
o Provide recommendations to improve operations and assist in the development of plans to accomplish the efficient, accurate and timely completion of elections.
o Assist in the planning, coordination and conduct of Primary, General and Special elections.
o Direct the preparation and maintenance of records related to voting activities including registration of eligible voters, Registration Affidavits, recapitulation and summary data, election precinct, jurisdictional and district boundary lines, and mail and candidate's services.
o Review and interpret statutes, ordinances and other regulatory requirements to assure compliance and determine impact on the operations of the department.
o Supervise, train and evaluate the work of section supervisors.
o Coordinate with the certified State printer and through subordinate staff to ensure quality, delivery, inspection, accuracy, and testing of official ballots.
o Direct and oversee the selection, instruction, and operations of election precinct officers and polling places.
o Direct the verification and filing of all electronic campaign statements and reports for position offices, initiative referendums, and petitions.
o Coordinate with department management, and through subordinate staff, ensure the timely electronic submission of election materials and the delivery of election materials to the polling locations.
o Respond to written and oral inquiries concerning voters and election results.
o Analyze and project elections needs in staffing, equipment, supplies, and services.
o Monitor elections events.
o Direct and is responsible for all procedures in the completion of official canvasses.
o Assist in the preparation of the department's budget.
MINIMUM QUALIFICATIONSEducation:
Graduation from an accredited college or university with a bachelor's degree in public or business administration, or a closely related field to the assignment.
(Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.
)
Experience:
Three years of full-time managerial, administrative, or supervisory experience in a governmental agency, preferably with at least one year in the administering of voter registration or elections programs, or supervising a staff engaged in voter registration and election activities, at the municipal, county level, or above.
Knowledge of:
Functions and procedures of a public election's office; federal and state laws and regulations governing elections within the State of California; the use of computers and applications in voter registration and election activities; modern office management and clerical procedures; principles and techniques of supervision and personnel management; equipment and supplies required by and used in elections; principles of budget preparation and monitoring.
Ability to:
Plan, organize and direct the work of others engaged in a wide variety of specialized election and clerical activities; supervise elections operations in peak work periods and train regular, seasonal, and temporary personnel; explain and apply the election laws, regulations, policies, and procedures applicable to the functions of the Registrar of Voters; plan, direct, and schedule the preparation and maintenance of comprehensive records, files, and reports; classify and interpret statistical and related information; analyze situations accurately, generate alternatives, and adopt effective courses of action; establish and maintain effective and cooperative working relations with the staff and the public; communicate clearly and concisely in oral and written form; create presentations and explain formal operational or budgetary proposals to boards, commissions, and councils; prepare agendas and chair meetings of a variety of boards, commissions, councils, and committees.

MISCELLANEOUS RETIREMENT:
County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
Tier I (Classic Member - Formula 3% @ 60):
Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions.
The employee contribution is eight (8%) percent.
Tier II (Classic Member - Formula 2% @ 60):
Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside.
The employee contribution is seven (7%) percent.
Tier III (PEPRA New Member - Formula 2% @ 62):
Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.
As of July 1, 2020, the employee contribution is 7.
25% and subject to change annually.
A new member is defined as any of the following:
A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.
CalPERS refers to all members that do not fit within the definition of a new member as classic members.
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.
92 Hours36 to 108 or more months = 12.
00 HoursMaximum Annual Leave accumulation is 1,800 hours.
Employee may receive pay in lieu of up to 80 hours per calendar year.
Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2,000 hours.

HOLIDAYS:
Normally 12 paid holidays per year.
BEREAVEMENT LEAVE:
5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE:
$50,000 of term life coverage.
Premiums are paid by the County.
Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD):
Benefit pays 66.
67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65.
Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION:
A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
OTHER:
There may be other benefit provisions as specified in the applicable Memorandum of Understanding, Management Resolution, or Salary Ordinance.
