May represent and/or coordinate activities performed in the division with various County departments, boards, commissions, hearings and community groups; may represent the Assessor-Clerk-Recorder at meetings or hearings before Boards, commissions, trials, and community groups.
Plan, organize and direct the development of customer experience guidelines within the Assessor-Clerk-Recorder Department through subordinate supervisors.
Prepare and submit budget estimates for divisional operationsSeek out new partnerships and alliances, innovative system of program reporting and outcome measurement, and overall service system re-design for continuous improvement of client services.
Manage relationships with other County departments to establish Customer Service success at critical customer handoff points.
Oversee the development, implementation, and ongoing measurement of Customer and Employee Engagement Programs to enhance and develop new ACR services.
Develop and oversee programs compliant with laws, rules, and regulations and implement administrative and operational procedures to ensure accountability.
Design and conduct ongoing needs assessments for the department; compile, organize and analyze the data; rank needs accordingly, and determine what services and supports are required for the department's program; identify and assess training needs for department staff and arrange for training for optimal service to clients and constituents.
Chair the Customer Service Executive Council and Standing Commitee to bring all divisions within ACR together to support Customer Services and Employee Experience.
Define and manage Customer Experience (CX) metrics / dashboards to enable progress and measurement of CX initiatives.
Coordinate the implementation of program procedures with staff and systems personnel; develop, prepare, revise, and monitor the implementation of program plans and procedures.
Facilitate cross-divisional teams exploring, piloting, and implementing innovations to improve the customer experience and employee satisfaction / engagement.
Coordinate and supervise the hiring, assignment, training, and evaluation of subordinate staff; participate in the discipline of subordinates.
Oversee customer experience technologies.
MINIMUM QUALIFICATIONSEducation:
Graduation from an accredited college or university with a Bachelor's degree in social science, behavioral science, business, public administration, or a closely related field to the assignment.
(Additional qualifying experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.
)
Experience:
Four years in a managerial, administrative, supervisory, or staff capacity assigned primary responsibility for analysis and problem resolution recommendations related to organization operations, procedures, programs, budget, and/or personnel in a governmental agency.
This experience must have included gathering information from a variety of sources, performing basic statistical analysis, and writing reports of a standardized nature.
Knowledge of:
Principles, methods, and techniques of administration, organization, and management in a governmental or public agency environment; structures and function of local, state, and federal government and business as they relate to social services programs; advanced information gathering and statistical techniques; the elements of composition and report writing techniques; social and cultural factors affecting the needs of the community; supervision; grant writing; objectives and methods of community organization.
Ability to:
Plan, organize, and direct the operations of an organization; evaluate fiscal and operational programs, projects and procedures; develop efficient and effective program enforcement procedures, training methods and techniques; make appropriate program recommendations on budgeting and staffing; perform advanced statistical analysis and interpret the results accurately; supervise staff; compose narrative and/or statistical reports; communicate effectively verbally and in writing; speak effectively before large and small audiences; develop and maintain cooperative working relationships with a variety of department staff, government, business, community officials, and the news media; plan, organize, and manage a planning function related to social services; organize and direct community conferences and meetings.

MISCELLANEOUS RETIREMENT:
County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
Tier I (Classic Member - Formula 3% @ 60):
Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions.
The employee contribution is eight (8%) percent.
Tier II (Classic Member - Formula 2% @ 60):
Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside.
The employee contribution is seven (7%) percent.
Tier III (PEPRA New Member - Formula 2% @ 62):
Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.
As of July 1, 2020, the employee contribution is 7.
25% and subject to change annually.
A new member is defined as any of the following:
A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.
CalPERS refers to all members that do not fit within the definition of a new member as classic members.
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION:

County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.
92 Hours36 to 108 or more months = 12.
00 HoursMaximum Annual Leave accumulation is 1,800 hours.
Employee may receive pay in lieu of up to 80 hours per calendar year.
Agency/Department Head may approve an additional 80 hours.
HOLIDAYS:
Normally 12 paid holidays per year.
BEREAVEMENT LEAVE:
5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE:
$50,000 of term life coverage.
Premiums are paid by the County.
Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD):
Benefit pays 66.
67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65.
Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION:
A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
OTHER:
There may be other benefit provisions as specified in the applicable Memorandum of Understanding, Management Resolution, or Salary Ordinance.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
