ABOUT THE POSITIONThe County of Riverside's Assessor - County Clerk - Recorder (ACR) is seeking a Senior Administrative Services Analyst position to support the County Recorder-Administration division in Riverside, CA.
This position currently offers telecommuting options; however, telecommuting options are subject to business needs and are not guaranteed.
The selected candidate will have active oversight of the Clerk Recorder's highly specialized training team and Custodian of Records.
In doing so, the Senior Administrative Services Analyst will monitor operations for compliance with established procedures and provide recommendations to management; conduct routine internal audits of highly valuable materials such as banknote paper.
Additionally, the incumbent will facilitate the implementation of projects related to the Clerk-Recorder's Training Team.
The most competitive candidate will have knowledge of California Custodian of Records responsibilities, retention policies, and state and local laws governing Clerk-Recorder Offices; ability to coordinate between departmental sections, county and state agencies, and the public; ability to collect and analyze information, think critically, make difficult decisions and provide recommendations to Assessor-Clerk-Recorder leadership.
Lastly, the Department desires candidates who are willing to experiment and propose new ideas; individuals that take initiative; ability to manage multiple projects at the same time; excellent customer service and communication skills (written and verbal); ability to delegate tasks while being an effective team player.
Meet the Team! Assessor - County Clerk - Recorder (ACR), The ACR has a staff of over 375 employees located in offices throughout Riverside County.
The Assessor is responsible for locating, identifying, and valuing all taxable property in Riverside County.
EXAMPLES OF ESSENTIAL DUTIES o Review and examine on-going expenditures related to operations, approved budgeted items, staffing, and contracts; ensure expenditures comply with budgeted plan.
o Conduct and participate in financial and productivity audits; analyze productivity data; ensure departments are in compliance within requirements.
o Prepare a variety of complex financial reports; write justifications for proposed budget adjustments, request for qualifications, request for proposals, and Form 11s for approval.
o Develop staffing guidelines to monitor human capital; ensure appropriate funding is available for labor allocation.
o Compile and create highly complex statistical reports to ensure operation activities meet departmental requirements of programs or projects.
o Develop contract monitoring tools; evaluate and monitor contractor's performance; evaluate grant requirements.
o Analyze and write contracts; negotiate terms, conditions and prices of contracts; review cost comparisons from vendors; monitor expenditures of contracts.
o Perform costs and benefits studies to provide recommendations to management staff.
o Review and keep current with legislation to determine effect on departmental operations and programs.
o Identify operational problems and formulate appropriate solution under little direction.
o Collaborate with other divisions and units for departmental-wide projects.
o Evaluate procedures and policies of programs.
o Provide guidance, training and review the work of subordinate clerical staff.
MINIMUM
Qualifications Education:
Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment.
(Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.

Experience:
Oneyear of professional journey level experience in an administrative or staff capacity, which included responsibility for budget and expenditure analysis, contract monitoring or organizational analysis.
Knowledge of:
Principles of administration, organization and management to analyze operations, services and programs; budgetary and contract monitoring.
Ability to:
Analyze and collect data through a variety of complex systems; gather and compile facts and statistics; evaluate program effectiveness; recommend program revisions; conduct studies of administrative and operational activities; evaluate program problems and provide solutions; monitor budgetary expenses.

MISCELLANEOUS RETIREMENT:
County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
Tier I (Classic Member - Formula 3% @ 60):
Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions.
The employee contribution is eight (8%) percent.
Tier II (Classic Member - Formula 2% @ 60):
Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside.
The employee contribution is seven (7%) percent.
Tier III (PEPRA New Member - Formula 2% @ 62):
Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.
As of July 1, 2020, the employee contribution is 7.
25% and subject to change annually.
A new member is defined as any of the following:
A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.
CalPERS refers to all members that do not fit within the definition of a new member as classic members.
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION:

VACATION ACCRUAL (Bi-Weekly Accrual):

SICK LEAVE:
Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS:
Normally 12 paid holidays per year.
BEREAVEMENT LEAVE:
Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE:
Equal to one times annual base salary not to exceed $50,000 of term life coverage.
Premiums are paid by the County.
Additional Supplemental Life plan is available for employee purchase.
DISABILITY:
Short-term Disability benefit pays up to a maximum of $461.
54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION:
A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
OTHER:
There may be other benefit provisions as specified in the applicable Memorandum of Understanding.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
